The book *Space Mission Analysis and Design* that Keith mentioned was
developed by
Microcosm Space Mission Engineering (http://www.smad.com/ns/nsframessr3.html
)
for  the Air Force.  There is  a companion volume on cost reduction.

Both Amazon and Alibris show paperback copies for as little as $19, but
those disappear quickly.
Be sure to verify 3rd Edition if you pursue this path.

SMAD is widely used as a textbook. See for example

The university community might be a resource.
