Oregon State has a copy.  An excellent resource for locating
books, journal papers, and other documents in any world 
library is Worldcat:
http://www.worldcat.org/
If you use iGoogle for your homepage, there is a Google Gadget
that calls the Worldcat search page.   This is easiest way to
locate journal articles and the nearest library that carries the
journals they are in.  When I was researching phased arrays, I
found articles in journals at OHSU-OGI and PSU through Worldcat.
