The program is administered by CASIS

Not much is published about that stuff.

At Liftport Group we are in discussion with CASIS about Cubesat opps.

I am can probably arrange a conf call if interested.

Send me a draft proposal and I will pass it on to  our contacts at CASIS 
for a preliminary opinion.
